Description of State Plan Changes

Order of Rulemaking to Amend the Part B State Plan - Changes Proposed in December 2025

The Office of Special Education, DESE proposed changes to the state plan/regulations implementing Part B of IDEA in December 2025 (see below). Written public comments on the proposed changes were solicited from February 4, 2026, to close of business on March 6, 2026. Public hearings were via webinar on February 11 and February 25, 2026. A SELS message will be sent when the changes become effective.
